Who can apply
- Citizenship restricted. At the time of award you must be a United States citizen, a non-citizen national, or a lawful permanent resident holding a Green Card. Citizenship is not needed to apply, only when the award is issued, and foreign nationals on student visas are explicitly not eligible. You must be a PhD candidate at the dissertation research stage at the time of award, committing at least 40 hours a week. The institution submits, but the fellow is the applicant and writes the research training plan.
