You need enrolment, or at minimum an admission, at a state or state-recognised university in Germany, a completed bachelor's degree, excellent academic results, social or political engagement in the spirit of the Rosa-Luxemburg-Stiftung, and German at B2 level with proof of language acquisition. You must not have been in Germany for more than 15 months at the time of application, unless you had already studied in Germany. You may apply for only one of the foundation's scholarship programmes.
